New Orleans is a crowded ad market, and it comes with complications smaller cities lack: a constant stream of visitors searching from the French Quarter and the hotels around it, a river that splits the East Bank from the West Bank, and parish lines with Jefferson and St. Bernard running through what feels like one city.
