Digital Marketing

Public Safety Recruitment Marketing That Keeps Candidates.

A young candidate hears about your department from a friend and looks it up on his phone. He finds a scanned civil service announcement and a fax number, so he applies next door. Others started your application and never heard back. We build a phone-friendly careers path, recruiting campaigns, and Grow applicant follow-up.

  • Marketing can widen the top of the funnel and stop losing candidates who were already interested. It cannot fix pay, schedule, or culture, and we will say so.
  • A recruit and a resident want completely different things. They get separate entry points on one platform.
  • Small agencies have the least margin for a candidate lost to a broken careers page, and PERF data shows small agencies have grown past their 2020 staffing while large ones have not.

What keeps the phone quiet

Why the candidate who was interested never applied.

The careers page from 2014

A 24-year-old hears about your department from a friend and looks it up on his phone. The careers page is a PDF of the civil service announcement and a fax number. He applies to the agency two parishes over instead.

The application nobody followed up

Forty people started the application in March. Twelve finished it. Nobody texted the other twenty-eight. Most of them were interested enough to start, and one message would have brought half of them back.

The site that went down in the storm

The hurricane made landfall, residents searched for shelter and road information, and the agency site fell over under the traffic. The one page that mattered was a JPEG nobody could read on a weak signal.

What you get

Built to book the job.

A careers path a candidate can finish on a phone

Pay, schedule, benefits, requirements, and the hiring steps stated plainly, an application or interest form that takes minutes, and the recruit's entry point kept separate from the resident's.

Recruiting campaigns aimed at the right people

Search and social ads drawn to the regions, ages, and backgrounds you actually hire from, lateral and academy tracks separated, with creative that shows the job honestly. Ad spend stays in the agency's account.

Applicant follow-up within seconds

Every interest form gets an instant text from the recruiter, unfinished applications get a nudge, and every candidate sits in one pipeline with their track and source, so nobody who was interested goes cold. Part of Grow

An emergency page built before the season

Hosting sized for a spike, a page the PIO can push information to in under a minute from a phone, and critical details as real text rather than a graphic.

Public information and records, the public side

Road closures, press releases, permits, inspections, and records request instructions with fees and expectations published, editable by whoever is on duty. We integrate with your records system rather than replace it.

An agency website built to accessibility standards

Separate paths for recruit and resident, one platform underneath, built to accepted accessibility standards from the start. If yours cannot carry the recruiting campaign, we say so. Public safety agency website design

How it works

Fixed quote. Fixed timeline. Yours when it’s done.

  1. 01

    15-minute call

Which positions you are short, what a candidate sees today, how applications get followed up, and what your procurement process requires.

  2. 02

    Candidate and resident walk-through

Your site on a phone as a recruit, a resident during a storm, and a reporter. Where each one gets stuck, and what the fix costs.

  3. 03

    Scope and price in writing

A fixed scope quoted in writing, to a purchase order, a fixed project, or an annual agreement that fits your budget cycle. If your entity requires a formal solicitation, we respond to it like any other vendor.

  4. 04

    Launch and report

Careers path live, campaigns running, follow-up on, emergency page ready before the season. Monthly report in applications started and completed by source.

  • “Clint took my company's project much further than I ever expected. His tech experience was fantastic, but even more than that, he guided me in directions I hadn't anticipated. We hadn't planned on some of the changes he suggested, but he made it all bigger, better and bolder.”

We're so grateful to have found a team that combines creative talent with such reliability and responsiveness. We're genuinely excited to continue growing with Blaksheep and can't recommend them highly enough!"”

  • “Shoutout to our IT wizard for fixing our work email and saving us all from a slow descent into chaos, carrier pigeons, and “did you get my message?” debates. He calmly swooped in, pushed some mysterious buttons only he understands, and—like magic—emails started working again. No dramatic sighs. No eye-rolling (at least not where we could see it). Just quiet competence and the subtle confidence of someone who knows we would’ve absolutely made it worse if we tried ourselves. Emails are flowing. Productivity is restored. Sanity levels have stabilized.”

  • “I cannot RAVE and PRAISE enough about who Clint is as a person AND the amount of talent he holds. Genuine, funny, relaxed, and could not have asked for a better graphic designer to work with. When everyone else didn’t meet the expectations I needed for a really personal project, Clint exceeded above and beyond. THANK YOU to this man and the quality work he resulted me with. I will FOREVER use him in any and all design projects going forward!!!”

    Megan TheriotGoogle review, 2026
  • ““BlakSheep Creative has completely changed how customers find my business.” Before working with Clint and the team, we were basically invisible online. Now we rank at the top of Google for all our core services — brush clearing, forestry mulching, land development — you name it. The leads we get are not just more frequent, they’re better quality. They took the time to understand our business, explained what they were doing in plain English, and followed through with results that speak for themselves. Couldn’t be happier with the service and support. If you own a service business in Livingston Parish and want to grow, this is the crew to call. – Adam Hodges Owner, Hodges Land Management Livingston, Louisiana”

The short answer

Public safety recruitment marketing is the problem almost every agency actually has. The Police Executive Research Forum's July 2025 report found agencies hired 12.5 percent more officers in 2024 than in 2019 and were still 5.2 percent below 2020 staffing. The website is the first thing a candidate looks at after hearing your name. We are a firefighter-owned agency, and we build the careers path, the recruiting campaigns, the applicant follow-up, and the emergency page that hold up in front of a recruit, a resident, and a reporter, on terms your procurement office can approve. Reported monthly in applications started and completed by source.

Common questions about digital marketing for public safety agencies

We are a government agency. Can you work within procurement?
Yes. We quote in writing, publish the pricing we can, and can work to a purchase order, a fixed scope, or an annual agreement that fits your budget cycle. If your entity requires a formal solicitation, we respond to it like any other vendor. Ask your purchasing office what they need and we will match it.
Will marketing actually fix our staffing problem?
Partly, and we will be straight about which part. Marketing can widen the top of the funnel and stop losing candidates who were already interested. It cannot fix pay, schedule, or culture. If people are leaving faster than you hire, the website is not your first problem, and we will say so on the call.
Does our website have to meet accessibility requirements?
Public entities are generally held to a higher standard than private businesses, and requirements have been tightening. We build to accepted accessibility standards from the start. We are not your legal counsel on compliance, so confirm your specific obligations with your attorney and we will build to what they specify.
Can our PIO update the site without calling you?
That is the point. Road closures, job postings, press releases, and program pages are all editable from a phone by whoever is on duty. An agency site that needs a vendor for every change goes stale, and during an emergency that delay is a real problem.
What happens to our site during a hurricane or a major incident?
It should get faster, not slower. That means hosting sized for a spike, a page you can push emergency information to in under a minute, and critical details as real text rather than a graphic nobody can read on a weak signal. We set that up before the season, not during it.
We are a small department with no communications staff. Is this worth it?
Often more so, because small agencies have the least margin for a candidate lost to a broken careers page. PERF data shows small agencies have grown past their 2020 staffing while large ones have not. Start with the careers path, the follow-up, and the emergency page, then add the rest as budget allows.
